Construction for River Pathway from George Rogers Park to Foothills Park to begin in May or June



Kyra Haggart from Parks & Rec shared this update with us about the construction for the Willamette River pathway extension from George Rogers Park into Foothills Park. We so appreciate Kyra's proactive and collaborative working relationship with us.

"Good morning OTNA and trail easement property owners,

Happy new year! I don't know about you all, but I'm having a hard time believing that it's already March. I am writing to share a few updates on the Willamette River Greenway trail project. Since we met last summer:

  • We received land use approval on the project from the City's Planning Department, and are now in the process of submitting plans to the Building Department for development approval.

  • The Lake Oswego City Council identified this project as a high priority to complete in 2026, and just this past Tuesday, March 3, they adopted their 2026 Council Goals and Initiatives, which included an initiative to "complete the trail connection between Roehr and George Rogers Park" and to "identify funding if needed to complete the trail."

  • Speaking of funding, our project was awarded a grant in the amount of $80,000 through the Oregon's Mt. Hood Territory 2026 Strategic Investment Program. This grant program supports projects that enhance safety, accessibility, and infrastructure to "ensure that residents and visitors alike can continue to explore our natural landscapes, connect with our vibrant communities, and celebrate our rich regional history for generations to come.” While the grant award does not fully fund the project, it does help and we are very grateful to Oregon's Mt. Hood Territory for the support! Other funding sources include Park System Development Charges (SDCs), Parks General Fund Dollars, and, we expect, dollars from Metro's Local Share allocation to Lake Oswego (submittal in progress).


What all this means is that we are moving ahead with construction this year. Given proximity to the river we will need to complete as much of this project as possible during the dry season, so at this time, we are anticipating construction to begin in May or June and be completed by October or November. Construction schedules are always subject to change, of course, but our goal is to be 95% done by Halloween and completely out of your hair before Thanksgiving!

I imagine that you will have questions about how this project will impact your neighborhood and/or property during construction, and we would be happy to take some time to meet with you, either in person or virtually, to answer your questions and talk about ways that we can best keep you in the loop and mitigate any impacts during construction. Maybe we can even take an afternoon to go walk the pathway route if we get some dry weather! We are very excited to be moving forward with this project, and we also want to be good neighbors and work with you to make sure that it goes as smoothly as possible for everyone involved.
