City Response to "Sinking" Street Section on Leonard Street

Photos above of what Leonard Street looks like after work was completed by Northwest Natural to add a new pipe line. A section of the road above the pipe where asphalt was poured is now "sunken" and may be a hazard to bicyclists. It's also in front of the Physical Therapy business where people park on Leonard Street or across the street in the parking lot. And a road many people in the neighborhood plus trucks making deliveries to Ace Hardware and Whole Foods drive on.
One of our neighbors wrote to the City to inquire about when the road would be finished.

Northwest Natural Gas recently finished re-piping all of Leonard Street in the Old Town Neighborhood. A couple of questions: will Leonard Street be resurfaced, or do we keep 250 foot patch?
Regardless, there was some odd street paining left. They redid half of the crosswalk at Leonard/State street (the half dug up), but the final composite is, well, odd to say the least.
Also, they did not repaint parts of the stop lines they did dig up at the intersection of Leonard and Durham. The corner (at the top of the Whole Food Parking lot hill) is not the safest, so any help—like clear stop lines—would help.
Any way to get those completed?
Happy to answer any questions.

Subject: FW: Finishing Leonard Street
Good afternoon,
Planning sent this request over to the Engineering Department and I was out for a couple of days last week, so I am just seeing this concern now.
NWN Gas tentatively has Brix Paving scheduled to finish the trench patch paving the week of April 6th. They are only required to provide a T-cut trench paving per the City’s standards, meet compaction, and seal the seams. I have sent Task# 42839 down to the Public Works Street Department for follow-up on refreshing the crosswalk and stop line. I am the Engineer on Duty today, so I will add this site to my list for follow-up tomorrow, but most likely when Brix comes back, they will also apply striping that which was removed as part of the NWN Gas work zone. If the requested striping is outside of their permit, then I will send down an additional Task request the City public work for follow-up.
Thank you for bringing this to our attention, we usually wait until we are called out for final inspection, to give the Franchise Utility and they private contractors time to complete the entire project.
Thank you again,
